Common objections include: temperature/silt effects, fish passage, downstream water impacts, and whether reintroducing beavers would suffice (one Oregon study found 78% of relocated beavers left). Cost matters: engineered stream repair can run 'six figures a mile' while the Forest Service estimated Campbell's method 'under 20,000', explaining why ranchers experimented without permits.
Policy outcome: bills failed in 2015 and 2019; a 2021 law signed by Governor Kate Brown created a program for 'environmental restoration weirs' and lifted the prior permit constraint for narrowly defined streams, with a mandated 10‑year photo monitoring pilot.
