Lake Powell, Glen Canyon Dam, and the Accelerating Colorado River Crisis: "We are on the doorstep right now"
Lake Powell is facing unprecedented risk, with the current year projected as the driest on record. The reservoir is now only 23% full (down from 33% a year ago) and teeters just above the hydropower penstocks; further drops would stop water flow through Glen Canyon Dam, triggering immediate, wide-reaching impacts across the Colorado River basin. Eric Balkan, interviewed for this update, states this is not another routine warning—after 15-20 years of "crisis" rhetoric, the region is experiencing a "capital C crisis" with "no margin for error".
Unlike 2002 when reservoirs like Lake Powell and Lake Mead were mostly full, today's dry conditions are compounded by depleted reserves, leaving virtually "a 1% margin for error". Emergency interventions include releasing water from Flaming Gorge and holding back from Lake Mead in an effort described as "reservoir triage"—a short-term fix that cannot restore long-term balance. Even with these efforts, Bureau of Reclamation forecasts show Lake Powell likely dropping below 3,500 feet, minimum power pool, soon.
A central misconception is that urban populations are to blame: while visible cities like Phoenix, Las Vegas, Los Angeles, and Denver have grown, their per capita water usage has decreased, making them among the basin’s most efficient users. The majority of water (over 80%) goes to agriculture, primarily feed crops such as alfalfa and hay, which are shipped globally (Japan, China, Saudi Arabia), with many regions banning alfalfa cultivation due to resource limitations. Changes in basin agriculture are identified as "where the big change is going to have to happen".
Should Lake Powell and Lake Mead dip below operational thresholds, the "day zero" scenario will impact agriculture hardest; major rural communities will lose water before metropolitan users. As water managers negotiate between upper and lower basin states (Utah, Colorado, Wyoming, New Mexico vs. Nevada, Arizona, California) and Mexico, disagreements about data and perceived curtailments impede progress, despite some lower basin states having made proactive cuts.
Glen Canyon Institute and others propose building bypass tunnels around Glen Canyon Dam (originally suggested by Floyd Domini) so it can operate at river level, mitigating looming delivery failures—the dam was "not designed for this hydrology". Yet, any dam modifications might take "at a minimum 10 years to complete"—far longer than the window available.
Despite the dire situation, Glen Canyon is witnessing a remarkable ecological recovery. With Lake Powell at historic lows, about 100,000 acres of formerly submerged canyon are re-emerging. Native ecosystems are returning: willow and cottonwood forests, wildlife (frogs, bees, beavers—"14 beaver dams" noted), and perennial spring-fed streams. Contrary to prior belief, "nature can recover if we give it a chance", and there is swelling momentum for restoring Glen Canyon, once dubbed the "lost national park". This recovery provides a rare hopeful outcome amid the water crisis.
